Backbone Operator Currently, there are two main network operators in the United Arab Emiates Etisalat and DU . Etisalat has fibre connectivity to almost all UAE universities. Du which is the second operator recently licensed in UAE has some but limited Dark fibre connectivity to Dubai educational institutions. Etisalat’s role will be that of the network service provider to provide the WAN connectivity among the planned aggregation POPs (Mega POPs) in various cities and the various universities for the establishment of the R&E network and all the associated O&M support for the connectivity. The 2nd level NOC operations for the R&E network will be outsourced to Etisalat as part of the offered network services to the consortium, which will operate the 1st level NOC for servicing its members.
